Surrey Police Service (SPS) is advising the public and issuing a Public Interest Disclosure after being notified that a dangerous high-risk offender, Leonard Michael Ramstead, who has previously been convicted of sexual offences involving children and is believed to continue to pose a risk for violent sexual offences against children, will be residing in Surrey.

Leonard Michael Ramstead is a 58-year-old White male, 5’7” tall, and approximately 235 lbs. He has brown hair, blue eyes, and normally has a beard (see attached photo).

Leonard Michael Ramstead has been released on a 10-year Long-Term Supervision Order with numerous conditions, including the following:

• he must not consume alcohol or any drugs;  
• he must have no contact, direct or indirect, with any of the past or present victims of offences for which he has been convicted or any known members of their families;
• he must have no contact (not to be in the presence of) with any children under the age of 16;
• he must have no contact (not to communicate directly or indirectly) with any children under the age of 16;
• he must not be in, near, or around places where children under the age of 16 years are likely to congregate such as day cares, elementary or secondary schools, parks and playgrounds, swimming pools, and recreational centres;
• he must not seek, obtain, or continue any employment, whether or not the employment is remunerated, or becoming or being a volunteer in any capacity that involves being in a position of trust or authority towards persons under the age of 16 years;
• he must not possess more than one phone and SIM card;
• he must not associate or communicate with any person he knows or has reason to believe is involved in criminal activity or substance use;
• he must follow a treatment plan as arranged by his parole supervisor;
• he must immediately report all relationships with males and females and any changes to the status of the relationships to his parole supervisor;
• he must reside as the designated residence approved by the Correctional Service of Canada;

Leonard Michael Ramstead will be the subject of electronic monitoring. Investigators from SPS’s Major Crime Unit will continue to monitor and ask anyone who sees him breaching his release conditions to immediately call 9-1-1.
