Family & Youth Resource Support Team (FYRST)
Through early intervention and an individualized case management approach, FYRST aims to connect youth and families to community through a variety of referrals.
The Family & Youth Resource Support Team (FYRST) helps youth ages 9–13 and their families by identifying and addressing risk factors early, before challenges become crises. Through personalized support and community connections, FYRST empowers young people to make positive choices, strengthen relationships, and build resiliency for long-term success.
How the Program Helps
FYRST provides individualized case management and early intervention for youth and families who may be experiencing challenges at home, at school, or in the community.
Support may include:
- Regular check-ins with youth and families
- Connecting families to community and counselling services
- Working with schools to improve attendance and engagement
- Helping youth develop life skills and positive decision-making habits
- Creating safety and wellness plans when needed
Through this collaborative approach, FYRST strengthens the connection between youth, families, schools, and community partners to promote safety, improve wellbeing, and reduce involvement in risky or harmful behaviours.

Who the Program Supports
FYRST works with:
- Youth in Grades 4–7 (ages 9–13) – with some flexibility based on need
- Families living in the City of Surrey
- Youth showing early signs of risk in areas such as school, peer relationships, family dynamics, or community involvement
How to Access Support
Referrals to the FYRST Program can come from:
- Schools (counsellors, administrators, teachers)
- Surrey Police Service (including the Youth Unit)
- City of Surrey staff (e.g., Parks & Recreation youth programs)
- Community agencies
- Parents or guardians
- Self-referral
Once a referral is received, the FYRST team connects with the youth and family to build rapport and complete a comprehensive assessment. Together, they develop a personalized support plan focused on the youth’s strengths, needs, and goals.
