The Surrey Wrap Program offers a comprehensive support program for students who exhibit signs of gang associated behaviour and those who may have historically had difficulty with police or authority figures. 

The Surrey Wrap Program is a partnership between the Surrey School District, the City of Surrey, and Surrey Police Service (SPS). It offers a comprehensive and collaborative support program for students who exhibit signs of gang associated behaviour and those who may have historically had difficulty with police or authority figures. 

The objective of the Wrap Program is to positively attach youth to school, community and home by building trusting and positive relationships with strong role models. By reducing risk factors and bolstering protective factors, Wrap works to lower the youth’s frequency and intensity of negative police contacts. It also builds resiliency in the youth by utilizing their strengths in a positive manner through awareness and mentoring. 

SPS officers work directly with students in the Wrap Program along with our School District partners and various support workers in the community. Through partnerships and collaboration, a care plan is developed which targets the five domains of a youth’s life: home, school, peers, community and individual. Wrap clients are connected and supported through pro-social activities, their legal processes, school placements, and employment. 

Wrap includes collaboration with parents/caregivers/guardians, school administration, and other relevant community agencies to offer support and assist in setting goals to help the student be successful in school and build their self-worth. 

With 1/3 of Surrey’s population under the age of 19, the SPS is committed to working with partners to ensure at-risk youth get the support and attention to help them stay out of gangs and the criminal lifestyle.
